The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $86+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise of global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Risk and Compliance Team of OIM. The incumbent reports to the Compliance Officer.

Under the overall supervision of the Compliance Officer, the incumbent will perform the following duties:

  • Enhance the execution of OIM's compliance programmes.
  • Create and update policies and procedures for disclosures (in addition to annual disclosure required by the UN), to detect patterns of unusual activity, conflicts of interest and information management in due time. Review OIM policies that have compliance component and monitor related activities.
  • Manage the day-to-day operational aspects to ensure compliance and that all matters of surveillance, risk considerations and developments are properly tended to by reviewing alerts and ensuring timely reviews of activity and the disposition of such alerts.
  • Implement training programs for all OIM Staff so as to maintain established procedures to ensure professional competency and expertise.
  • Review all operational processes on a regular basis to identify and evaluate weaknesses in surveillance controls, strengthen processes and controls to mitigate potential scenarios proactively.
  • Create processes and controls for pattern analysis and statistical models to detect out of the ordinary activities. Create surveillance scenarios and devise controls to implement an effective surveillance programme.
  • Develop appropriate information graphics and charts for important relationships in order to provide a fuller risk picture.
  • Sample trading transactions and review them in order to ensure integrity of the surveillance process.
  • Assist OIM's Compliance Officer in monitoring controls and identifying/mitigating potential issues for all OIM investment compliance policies and procedures. This includes working collaboratively and in coordination with OIM staff to achieve organizational goals in accordance with standard operating procedures and in compliance with OIM's policies and procedures.
  • Maintain positive interactions and communications with OIOS and the Board of Auditors. Facilitate audit examinations and finalize/close any recommendations.
  • Active involvement in the OIM Business Continuity/ Disaster Recovery Plan discussions for testing of the BC/DR plans and review of the policies, especially policies related to data classification and data loss prevention.
  • Streamline compliance assessment and compliance capture processes, track material events and risk impacts, and drive accountability and visibility with compliance indicators.
  • Perform other duties, as required.

Qualificações

Education

Advanced university degree (Master's degree or equivalent degree) in finance, accounting, legal, mathematics, computer science or economics or related field. A first-level university degree, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Industry recognized credentials that are compliance related, or equivalent is desirable.

Work Experience

A minimum of five years of progressively responsible professional experience in business ethics and corporate compliance is required.

Experience with a large and diverse investment fund or investment management firm is required.

At least three years of experience with data loss prevention, data classification, Office 365, audit logs and IT compliance issues desirable.

Experience with investment tools such as Bloomberg or equivalent is desirable.

Advanced knowledge of Excel is desirable.

Experience working with auditors is desirable.
